Trade and Technology are intimately connected. Cloud computing, Internet of Things, blockchain, 3D printing, remote sensors, artificial intelligence, big data, cybersecurity, telematics, robotics, or e-health are an integral part of everyone’s life and a critical issue for policy-makers. As an example, the EU and US just launched a Trade and Technology Council that will cover topics ranging from supply chains to technology standards. A conversation about Trade and Technology is urgently needed not just because of substantial rapid technological change, but because the global trading system relies on global trade rules written in the 1990s that are no longer fit for purpose.

Lucian Cernat, Head of Unit for Global Regulatory Cooperation and International Procurement Negotiation, DG Trade, European Commission. Prior to his current post, Lucian led DG Trade Chief Economist Unit for over a decade providing analytical support and leadership across DG Trade. Before joining the European Commission, he held various positions at the United Nations in Geneva dealing with trade and development issues. Lucian has authored more than 20 publications on the development impact of trade policies, WTO negotiations, EU preferential market access, regional trade agreements, competition policy, and corporate governance. He obtained a PhD from the University of Manchester and a postgraduate diploma from the University of Oxford.
